Construction Project - Convert from Overhead Fiber/Copper to Buried

My property currently has telephone poles in the rear of the property, carrying electric (ComEd), copper and fiber AT&T service, and Comcast cable TV/internet service.

As part of an upcoming construction project, I plan to have these telephone poles removed and the overhead AT&T service buried for me and my neighbor to the east.

I'm at the point of getting architectural drawings done and applying for a building permit. However, the city requires me to obtain a letter from ComEd, AT&T, and Comcast indicating that they have reviewed the architectural plans and are OK with the proposed plan to bury the service.

I called the main AT&T number (800-288-2020) and, after bouncing around a few times, got directed to Risk Management (844-859-3269), where I left a voicemail message for a "new claim."

The language around filing a new claim didn't seem right, so I'm not confident I've spoken to the right people.

Does anyone know how I can start this process with AT&T and, most immediately, get a letter indicating that we are OK with proceeding with the construction plans?

I am following up on the above to hopefully "bump" the message. I have not heard back from the Risk Management department.

For anyone looking for an answer, here's an update: it was much more effective to contact AT&T via an X/Twitter direct message @ATTHelp. They got me in touch with an "outside plant" design engineer who will help us through the process. I'll try to provide more specific updates once we progress.
