Unable to change one user's caller ID!!

Business Center User Profiles - want to block the ability to make purchase for users other than Admin

Right now every user has a "purchase" button that we don't want them to have.  We only want specfici people to have the ability to add or change the services on the Account.  the service is high speed internet enterprise edition.  We want them to see the inventory and locations.
