Business account lines that are in-contract - need to transfer to consumer account - not getting anywhere

Hello, I have a few lines on my AT&T Business account that need to be transferred to the users' existing AT&T Consumer accounts.  I am going round and round with Customer Care telling me the ONLY way to do that is to CANCEL the line in order to cancel the contract - that way the ETF hits the account.  Then reactivate the line and it should be free to move.  Problem I have with this is no one can tell me exactly how long a line would need to remain in a disconnect state. I find it insanely hard to believe that there is no way to manually cancel a contract, charge me the ETF and move on, without disconnecting anything.  

What customer care is telling me is exactly OPPOSITE what my AT&T Account manager told me:  any remaining contract terms would simply follow the line to the consumer account.  I have been on the phone with AT&T care for the last 120 minutes, getting nowhere.  

Any thoughts?
