Cost assessment charge for Business line
As a business (not in a home), should my bill include a Cost Assessment Charge? According to the website it says that this charge is for home phone only. I put in a ticket for an explanation and billing said no where on the site does it say that and the charges started in 2017. Yet, I am staring right at it!

I too have this charge for my 3 business land lines. It's a $7.83 monthly charge.
But my wording states "AT&T charges you this monthly per line amount to recover its ongoing costs incurred for property taxes and supporting the administration of local number portability, a government program that enables customers to retain their telephone number when changing service providers. This fee is not a tax or charge that the government requires AT&T to collect from its customers."
I'm guessing their a bit sneaky now cramming in that "number portability" line so they can charge everyone. And I'm assuming AT&T won't charge me anything if I change service providers and take my numbers elsewhere since I'm paying this monthly $7.83 extortion?

Suddenly today (October 19, 2019), I received a $2.50 cost assessment charge for my business Internet without warning. This is not my cell phone bill which I will also be getting from AT&T. According to AT&T, a Cost Assessment Charge, or CAC, is “a per-line, per-month fee that is not a tax or charge that the government requires AT&T to collect from its customers. It is a fee to recover AT&T costs associated with supporting the administration of government programs and requirements.” Is the Internet one line and then will my 2 cell phones be two more lines? I tried to call AT&T billing but the recording says to call Monday - Friday 8am to 6pm PST.

AT&T sent out information on bills, advising that our customers would see a rate increase, starting on October 1, 2019. This is an AT&T imposed charge. Unfortunately, it is not something we can remove and I apologize for any inconvenience this may have caused. Hopefully, this answers any questions you may have had about the charge. Apparently, we the customers, are Paying AT&T's Property Taxes.
"Effective October 1, 2019, there will be an increase in the AT&T Cost Assessment Charge used to recover AT&T property taxes. The monthly rate will change from 2.92% to 7.00% of your total AT&T Business Internet, Phone and/or U-verse TV monthly charges. This charge is not a tax or fee that the government requires AT&T to collect from its customers."

I contacted AT&T customer service and spoke to manager in Internet for Business department. Basically said if they could remove the charge, they would. I asked if I didn't pay the charge what would happen, and it would basically be an incomplete payment and would result in late fees and ultimately a closing of the account if that was done every month because it would be a breech of contract/agreement, even though the original agreement stated there would be no extra fees/taxes. That fact has been covered already though so nothing new there. Sounds like these are all agreements/approvals of fees happening at the corporate and government levels, so it's definitely a systemic issue and shows you how they treat customers.
Best suggestion manager could come up with is file complaints with the Public Utilities Commission and the Federal Communications Commission. Should be a simple online form available for each one, or maybe file a complaint by phone. If many people file these complaints, maybe someone will listen and change things, maybe not, but these seem to be the extent of options available to us as consumers.
