Global Network Client failure after Windows 10 update

After updating the latest patches on Windows 10 (2017-10 Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4041676)) my Global Network Client no longer works. It doesn't start, and just gives a dialog box that says: "NetClient has stopped working." No other details.

Currently on v 9.3.2.3001.

I tried running an install and selecting "repair" which did not help. Rebooting didn't help. I then considered uninstalling, but when I go into  Windows Settings under Apps, the Uninstall button is grayed out and cannot be selected.  Please help.

Hello, you are on an AGNC version that does not support WIN10.

Please uninstall in control panel, reboot, and install the latest version from this link below.  If you can't uninstall please respond to this post and we can provide manual instructions to do the uninstall.
