How do I activate a new SIM card for a device I own?

I used to be able to login to our ATT business center and easily add a new line, by activating a blank SIM card for an unlocked device that I have. I can no longer find this feature on the business center admin portal. I'm looking for something similar to this page, https://www.att.com/shop/easyactivate/coamoffdevice/deviceinfo.html, but for our business account. How do I do this?

No matter what i do the page to upgrade my phone,  the page wont work, and they couldnt do it at the store. I am getting extremely irritated and disappointed.
