Upload my license, where?

Good evening:

I am a small business owner who is moving 4 lines from T-Mobile to AT&T, I placed the order with honestly a great deal of difficulty because there isn't much in the way of instructions, I digress; the problem came when at the end of the order a box popped up stating I needed to verify my photo ID and I would receive an email with directions, and I can put my phone number in the box to receive a one time text with the same information, and that if I didn't the order would be canceled. Well they weren't kidding, I waited for the email and text that never did come and 24 hours later the order was promptly canceled. 

I placed the order again for a second time, same pop up, same cryptic message about ID verification, I have scoured the internet looking for a link, I called a store manager I know, and she gave me the number for the Fraud department, who didn't have a clue and transferred me to consumer wireless, who knew just as much, then I was finally transferred over to business, and instead of giving me the info I needed, maybe cause she herself didn't have a clue, she tried to start fixing things on the account, and kept telling me, my account was in the process of being created and the order looked fine and was processing, I told her it was the same way yesterday right before the order was canceled, and still even after checking with a supervisor had nothing to tell me that was all that informative. 

So here I am just a few hours before order number 2 gets canceled and I have no way to actually provide the information needed, and what is equally concerning is that my account seems to not be set up 100%. I am at such a loss right now, does anyone have a clue? Has this happened to anyone else, were you able to fix the problem? if so how? what department actually sent this and what do i do? I do not have an account number but rather a foundation agreement number, and order number, as the order hasn't gone thru yet there are also no devices thus no phone numbers on the account, the whole thing seems strange to me,
