I am also having this issue in San Antonio, TX. I also work for a sign company and we are trying to permit a freestanding sign. This sign can only be placed into the public utility easement. We are required to apply for an encroachment agreement with CPS and SAWS as well. Would someone be able to share a contact with me that could further assist me with this process?

I did not get any help on this website. I ended up pulling over when I saw an AT&T truck working on the side of the road in my neighborhood and asked the employee if he could give me the phone number to someone who could lead me in the right direction. That led to me eventually getting the quit claim after paying a fee. I can't remember the exact price, because we needed to pay for a quit claim through Edison as well. Total between the two came to around $1,200 I think. It is almost impossible to find a phone number online to anyone with AT&T who even knows what a quit claim is. Good luck!
