AT&T Public Utility Easement Encroachment Approval

I work for a sign company and we are trying to permit a freestanding sign for a new apartment complex. Unfortunately the sign can only be placed into the public utility easement. The City is requiring me to get encroachment approval from all utility companies on our utility location (blue stake) ticket, Which At&T is listed on. I have been unable to locate a contact to seek this encroachment approval from. Could someone please share a contact for this matter with me?

We are required to apply for an encroachment agreement with CPS and SAWS as well. Would someone be able to share a contact with me that could further assist me with this process?

I did not get any help on this website. I ended up pulling over when I saw an AT&T truck working on the side of the road in my neighborhood and asked the employee if he could give me the phone number to someone who could lead me in the right direction. That led to me eventually getting the quit claim after paying a fee. I can't remember the exact price, because we needed to pay for a quit claim through Edison as well. Total between the two came to around $1,200 I think. It is almost impossible to find a phone number online to anyone with AT&T who even knows what a quit claim is. Good luck!
