Los Angeles new construction

Hello I am near the end of a 6-unit single family subdivsion in Los Angeles. I have already contacted all the utility companies on my permit clearances, but there is no requirements for phone.

Is there a contact # to Construction division of ATT&T that I can speak to in order to understand the logistics for any future resident to add phone connection?
