Need a Easement release from 1952 for the city

Hello,

I need an easement release for an easement done from The Pacific Telephone and Telegraph company (your previous company) from 1952.

Without it I cannot move forward with my building project.

I want to get an easement removed from my property from Pacific Telephone and Telephony company from 1970.  I want a quit claim deed put on record that would eliminate it.  I'm having a pool built and this easement is outdated.  Please help me in getting this resolved.  I have already been in contact with the City of Sacramento and they state that AT&T is the only one that can remove this easement.  Please help [provide me with a phone number for someone I can contact.
