Public Street Right of Way of unknown dedication

AT&T/SWBell owns a parcel located at 111 E. 39th Street, Kansas City, MO 64111, legally described as The West 40.5 feet of Lot 1 and the West 40.5 feet of Lot 2, MURRAY HILL, a subdivision in Kansas City, Jackson County, Missouri.

On the east side of this parcel is a public street right of way of unknown dedication. My client is purchasing a property which abuts the public street right of way, but because if it is unknown how this ROW was dedicated, the city of Kansas City, MO, is denying its existence, despite multiple public records showing its existence, including a city survey from 1930.

1930 Survey:

When Murray Hill subdivision was platted in 1886, Lots 1 and 2 had the same width as the other lots: 183.5 feet. At some point in time between 1886 and 1930, when it was apparently still Kansas City Telephone Company, later Missouri and Kansas Telephone Company and the Southwestern Bell, the westerly 53.5 feet of Lots 1 and 2 were split, with the 10 foot public street right of way and the remaining westerly 43.5 feet going to the phone company. My guess is that the westerly 43.5 feet were sold to the phone company on the condition that the public street right of way be established for the properties affected by the construction of the building.

I have exhausted my efforts looking through public records that old; they are still on microfiche and mostly illegible. I am hoping that AT&T has maintained cleaner records than Kansas City, MO and Jackson County, MO so that we can see how this ROW was dedicated. It makes little sense that the phone company at the time would have purchased the westerly 53.5 feet and then established a public street right of way for their own use.
