Right-of-Way Department; Old Blanket Easement

I am looking for a contact within the AT&T right-of-way department that can help determine if an old AT&T blanket easement (1928) affecting a property in Collin County is still being used, or if not, if it can be released.

I have a similar situation in Lee County Illinois. Would like to talk to someone in the ROW department, but not getting anywhere using the phone tree there.

I am having the same problem in Newman, CA. Would like to speak to someone about releasing the blanket easement. No one via phone can help me, they just keep hanging up.

Thanks for the reply. There are 4 blanket easements (copies attached).
Since much of the property in this area is already developed, it seems
logical that the required infrastructure is probably already in place, or at
least designed. If the easements cannot be abandoned, the owner would like
to determine a specific location and define them by metes and bounds
description. We need to confirm / review with AT&T right-of-way /
engineering in El Paso.

My engineer stated he tried to reach you yesterday but was unsuccessful. He advised we will need a physical address and a survey of the area that is in question.

Please provide that to me so I can pass it along to the engineer.

Nancy,

The City of El Paso does not assign addresses for undeveloped, un-platted
properties; hence, the property has no physical address. The survey of the
property is attached, although without some point of reference, it is going
to be fairly difficult to understand. For orientation purposes, the
property is located at the SW corner of Dyer Street and the proposed NE
Parkway. It would really be best if I spoke with the AT&T engineer directly
(I am again including my cell phone number below), so we can discuss. The
owner is copied on this email so they are aware of our ongoing conversation.
