ROW easement Septic Utility Tie with Possible Phone company underground package interference

We are building a new home in La Mesa, CA. I need to get in touch with the engineering department for as built plans showing the elevations of the cable package that may be running near the sewer line.

What department would have this information. The city has provided documents showing the existence of the cables but not the details.
