San Antonio, TX - Existing Easement Concerns / Development Driveway Access Concerns

Hello, 

I am working on a development in San Antonio, TX. There is an existing easement on the property at the drive this easement area contains a communications shack. 

We have been working with TXDOT concerning the proposed driveway entrance on the site in addition to the existing drive. They have stated they will not allow an additional driveway on the site due to the existing driveway that leads to the communications shack. 

Who would I need to speak with about proposing an access easement agreement to resolve the drive issue?
