Improper driving

An AT&T driver was going North on Mopac Highway, driving in the left lane. There was 75 meters in front of him, and didn't move to the left. Texas Law, (Chapter 545, Sec. 545.061) states the left lane is for passing on a 3 lane road. the driver held up the flow of traffic. The lane can to together due a vehicle braking down. The driver almost took out my front end. He just jump over causing me to slam my brakes. hw never looked over to see if there were any vehicles there. The vehicle was #1132231-116 plates GVC9341. This driver is a representative AT&T.
