Major issue with Fiber Upgrades for 40 unit complexe.

At our 4-plex complex the fiber upgrade has created many new issues that need to be carefully delt with. The orginal installation of the pedestals were all flush ground boxes now they are above ground and some are in a heavy equipment drive paths and need to be returned to a flush mount so we can drive over them. Second issue is going to be getting the fiber into the buildings. Way to many unnecessary holes have drilled into the siding without permission, no tenant has the authority to sign off or give permission to any AT&T personnel or sub contractors to make modificationsor drill holes into the buildings, nor do the tenants per their contracts have permission to alter the buildings either. There has already been one issue for siding damages on a building. There are many concrete patios and sidewalks that will potentially make installation difficult. We need an engineer sent out to assess this large upgrade. We want to work with AT&T to get this done in the best way possible. We do not want a confrontation between the owner of the complex and AT&T. I am confident a solution is possible but it's going to take some time. I feel like we need to take on one building at a time and consecutively until the upgrades are complete and not wait till each person calls for service since in 7 of the 10 buildings have basements making them easier to access but at the same time I will have to have tenants move there contents to gain access to the beam that the fiber will follow. The other 3 buildings are on slabs and the wiring is not accessible, the new fiber will be on a unit by unit bases.
