Mooresville, NC contact for new construction projects

I work for an Engineering firm and we are moving through some due diligence items. I am looking for an email address for whomever is the new construction contact for the Mooresville, NC area. I need to obtain service availability/willingness to serve letters. Why don't you guys have an online forum specifically for contractors and developers in order to find this information? This is actually the 3rd time in 2 days that I've posted this question around and still haven't received an answer to it.
