Call waiting and Voicemail

When someone calls our business number and we do not answer, it goes to our recorded message. However, if we are on the phone and receive a call from call waiting but do not pick up that 2nd call, they get a generic message stating that we have not yet set up our voicemail. How do we amend this? We only have one line. We have a Panasonic phone.
