Current AT&T ADSL2+ Customer - Would Like To Move to Fiber to the Node

Hello,

I currently have Business Internet 18. I called AT&T support today to see if Fiber to the Node is available. I live in an apartment community and run a small business. Our property owners will not allow AT&T to run fiber to our building and connections to apartments. I have been told that an option would be Fiber to the Node, where fiber would terminate to copper and there would not be any changes to the current copper wiring and I would be able to move away from DSL. The rep told me that she would need to setup a "temporary account", so that a site survey could be done to determine if Fiber to the Node would be available and I would have to pay 99.00 upfront for this account, because I have only had service with AT&T since December. I do not want to tie up 99.00 for months and wait for a refund. Is there a way for AT&T to determine if I could get Fiber to the Node service? If Fiber to the Node isn't available, I would be happy to get bonded VDSL2 service, but I doub't that would be available, because it would be offered when I setup service with AT&T.
