Firstnet internet mobile hotspot not working

AT&T provided touchpad (mobile hotspot) will connect to internet, but will not always locate nearby wifi devices. Other times (mostly) the hotspot will connect to devices and the device will say "connected but no internet." Everything worked fine for a couple months prior. All devices have been reset, checked for software updates, etc.
