Land Agent Near Sacramento, CA

I work for the County of El Dorado and am responsible for the processing of Abandonment of Easement application.  As part of the process, the applicants must obtain approval letters from utility providers.  AT&T is one of those providers.  The contact information we have on file is no longer valid so I am looking for a new point of contact to provide to the residents of the county.  No information is available on any of the AT&T websites, so any help you can provide will be greatly appreciated.  We want to ensure that the public can abandon unnecessary easements without harming any rights of AT&T.  Thank you for your time.
