MPOE Relocation

Who do I contact to relocate mpoe in office  building?  I have tried calling AT&T customer service the last few months, and have been transferred all over, then they finally gave us a cabling engineer, and he reached out once and then disappeared, and his cell phone is disconnected. Really need help!
