Need Phone number to engineering department in Houston

My last thread went unanswered, so I'll try again. What is the phone number for the engineering department that can sign off on our engineering plans to submit a permit to the city of Houston? AT&Ts inability to get me to the correct department is costing us thousands of dollars.
