Property damage claim rejected because SEFNCO claims they didn't damage anything.

We contacted ATT and filed a claim due to irrigation property damage. We submitted photos and the cost of the repairs. Due to the ATT subcontractor's claim that they had nothing to do with the property damage, the claim was rejected. We contacted the subcontractor SEFNCO, but they are not being responsive to our requests for a resolution. It is obvious to us that this damage coincides with the installation of ATT work, but no one wants to take responsibility or discuss what additional information would be helpful in resolving the issue. 

 

What can be done to resolve this? Does it really come down to a subcontractor's say that they didn't do any damage when the timing and pictures clearly indicate a correlation? Does this need to be taken to BBB, city officials, etc?
