Tracking Company Phones Locations by GPS

I need to track company phone locations. There are comments in the press about AT&T enabling this across an enterprise, and I need that functionality. I have mostly iPhones, and I understand the "Track my iPhone", as used by the iPhone owner/user, but I need to track multiple devices from a single device or website. 

I see some apps for sale to do this, but apps are un-installable by the user, and I don't want to have to verify installation regularly. Plus, apps vary by OS.

I called them. They said my regional sales rep. would contact me to handle this as a service, but I've had no contact. Taking another 45 minutes and three connections with explanations at each one is not a good use of time.
