Driver Complaint

I would like to file a complaint about a driver that was driving a vehicle with the At&t logo on it (I'm assuming this is a company vehicle.)  The incident occurred on April 18, 2018 at approximately 8:30pm.  The driver continuously drove in the left lane, without actually passing anyone or allowing others to pass, and without actually doing the speed limit for several miles.  In Michigan it is against the law to drive in the left lane unless passing.  I attempted to pass in the right lane after his refusal to get over, and the driver sped up, cutting me off from passing, until we approached the next vehicle on the road.  Just as we approached the driver would hit the brakes and slow back down.  He did this on a few occasions, each time dropping back below the speed limit.  On one occasion, as I got back over behind him to pass vehicles in the right lane, he brake checked me.  Thankfully I was far enough back that I did not rear-end him.  There was also an occasion where he slowed down even further, with no visible and apparent reason whatsoever.  It was as if he was playing games on the road and trying to control the flow of traffic to his choosing or he was simply driving with an sense of entitlement in that he did not have to honor the laws of the road.  This person is essentially driving a company billboard down the road and putting people's lives in danger.  There was absolutely no need for him to behave like this.  All he had to do was simply get back over and drive in the right lane, as required by law, regardless of the fact that he was going under the speed limit.  Furthermore, there are a lot of stories in the news nowadays about road rage and accidents where people get seriously injured or lose their lives and it's behavior like this that attributes to it.  This occurred on I-96, in Michigan, near the Lowell exit, exit 52.  From what I could see there was one male occupant.  His vehicle identification number is 9205560-118.  As an At&t customer and as a motorist on the road that is trying to get form point A to point B safely, I would very much appreciate you contact me regarding this incident or I will be forced to contact the Michigan State Police and file an aggressive driver report.  I have all of his actions on video, therefore, this is not up for dispute.
