e-mail account

hello,  I have had an att.worldnet account and currently an att.net account for a number of years. I am currently paying over $20 a month for dial up service which I have never had. Now I have learned that the e-mail address has been free since 2012 or something like that. on top of all that everytime i try to change my credit card account number on autopay it never gets recorded and my account gets shut down.  that is followed by hours and hours of trying to get ahold of customer service to get it turned back on again when the new credit card number is already there.  I just spent 3 hours on hold and finally gave up.  The recorded voice says over and over " thank you for holding and how important my call is to att."  somehow doesn't seem that way.  Does anyone know how I can resolve this issue ?  I can't log on to my account because they say It is cancelled and I have 60 days to resolve.
