Construction Engineering in SE Wisconsin

We are beginning a large building expansion project and we need to have the AT&T copper lines which are burried underground disconnected temporarily and reconnected after construction is complete.  I have not been able to find appropriate contact information.  Would someone provide me with the correct contact information for Construction and Engineering in South Eastern Wisconsin?
