AT&T Call App Stuck at Setting Up

My AT&T app is stuck in a loop of a succession of setup screens. When I try to enable the call protect app, I accept the terms of service and then it has my verify my mobile number with a code, then gets stuck on the setup screen with "Hang Tight"

Then after a minute, it returns to the terms acceptance page:

Is there something wrong with my account? Is my business line not eligible for the free call protect feature?
