Fire alarm panel landline no dial tone - URGENT

This is for a school. We have two analog landlines connected to a fire alarm panel. Both lines have suddenly lost dial tone, and if you call either line you get a regular busy tone. Both lines still have 20 volts DC, so they're still physically connected. I've tried calling four different AT&T help lines, but I always get the same canned message that the call centers are closed due to COVID-19, and then they simply hang up on me. The web reporting tool tells me to call one of the numbers I've already tried. Catch 22. This is urgent, because until we can get this fixed, we have to have someone on fire watch 24/7.
