Need to SMS/Text Verification Messages on Tokyo #

I live and work in the USA and have an AT&T iPhone 6 Plus with a US Cell Phone Number.

I need a Tokyo (3) Japan (+81) Cell Phone Number like +81-3-######### that I can use to recieve SMS/Text Verification Messages on.

However, I need this number to work in the USA and I need to be able to both recieve System Based SMS/Text Verifification Messages at that number and also SEND text messages from the +81-3-#########  number.

Does anyone know I can meet this need?

I tried looking into Virtual Cell Phone Services, but the ones I found do not support the reciept of System/Network Based SMS/Text Verification Messages (such as bank verification or other services) - they only support text and sms messages that are sent from regular japanese mobile phones to my japanese virtual cell phone.

The japanese cell number that recieves text and sms verification messages would need to be permanant, but I won't be using it often so I would prefer to pay per usage, but it would need to always be available. I woudl also need to be able to accept phone calls on it. At most I would get 1-5 calls a month of no more than 30 minutes cumulative talk time and I would expect to recieve between 1 and 20 text/sms messages per month.

The critical need is I must have a japanese mobile number  a Tokyo (3) Japan (+81) Cell Phone Number like +81-3-######### that I can use to recieve SMS/Text Verification Messages on. 

Anyone who can provide advice on how I can meet this need would  be greatly appreciated.
