Online Account Access

New customer and I cannot get a account setup online. It is asking me for a FAN PIN and says to call 611 if I need assistance with it. After waiting on hold for 30 minutes the rep says it would be more convenient to visit a store to get the FAN PIN updated. More convenient for the rep since she did not want to assist me? 

This is starting to look like I should have stayed with my previous carrier.
