Sending SMS with our esignature is being blocked

It seems AT&T is blocking our SMS with an approved link from being sent to our clients that give us authorization to send them. Our 10 DLC and sms message was approved by all carriers including AT&T so we are confused. Is there a department we can contact to resolve this emergency issue?
